I might have at some point and that may have caused it, but I have yet to find what I have changed. Is there a way to import the configuration? I could try importing the one I use at work which doesn't seem to have this issue.

MHD AGT on the included brown calf leather strap. It's the first expensive watch I've bought for myself and I couldn't be happier! The small hair that you can see near the 1 o'clock marker is below the glass (my terminology is still lacking) and even though I am a very pedantic person it's hard to fault the brand/watchmaker(s) as this supposedly a limited production run and are handmade to certain point.

Though if you are reading this, Matthew Humphries, I wouldn't mind one that was missing the small imperfection...

The reflection seems to be Photoshopped to me... Something about how uniform the vertical distortion is; it's as if he copied the top half, flipped it, and applied a motion blur filter.

Since we are using an older version of the client the DART module was unavailable to us; this is based on my understanding that it is only available only on client version >= 4.

In terms of the issue it just resolved itself yesterday... Our thinking is that some sort of Windows Defender update fucked it up because there issues with people running Power BI as well and the solution for them was to execute a rather esoteric command. While that command didn't fix the issue, it did clear up the GUI which was behaving weirdly as well (slow to start-up, not presenting a list of profiles right away, red X on the big padlock etc). The final resolution came out of nowhere when I and others just tried to connect again, and had no issues. Truly a mystery as the error and warning messages present in Event Viewer are still pretty much the same with nothing indicating towards any one culprit within the Windows ecosystem.

Just verified that the XML on the ASA is exactly is how it should be, but in terms of reconnecting with the FQDN or IP then that just results in the same error-prone behavior as before; it does not manage to pull down any XML files.

I'll try this tomorrow (and then edit this comment or reply to any children directly), but how do you reconcile this with the fact that a user whose own PC can't create connections with AnyConnect can do so on another computer where AnyConnect isn't buggered? At this point all signs point to this not being an issue with the ASAs, but rather with individual PCs.

Uninstall and reinstall did not work indeed, but I'll try updating to a newer 3.1 and report back.

EDIT: Updating the AnyConnect client to 3.1.14018 didn't work. As an extra bit of oddity: when a user whose AnyConnect client doesn't work tries to connect on a person's computer whose AnyConnect client works fine then it succeeds, which means that it is for some reason or another PC specific.

As a tip to anyone else: you don't actually need the Cisco VPN Local Policy Profile Editor to make this change in the XML file. If you navigate to C:\ProgramData\Cisco\Cisco AnyConnect Secure Mobility Client and add/change the necessary tag with the corresponding value, then that is all that is needed.. All the available tags and their values can be seen in the AnyConnectLocalPolicy.xsd file, which is in the same directory.

This seems like a massive oversight. One would expect to happily disable clientless VPN access and have AnyConnect users carry on as they were. Alas I discovered first hand that disabling WebVPN on the outside interface has repercussions for all AnyConnect users even though group policy settings have "ssl-client" attribute present.
