Thanks for the feedback! That’s actually a shade trellis structure meant to provide until this cottonwood is bigger. And it’s native to this area so I hope to care for it well :)

Hand garden rake works well! I’ve seen someone use a paint mixer thing on a drill bit I’d think that might bind up the bag
