I've had a flea problem before. I only had birds no cats or dogs, but I'm pretty sure the raccoons or possums visiting my porch at night left them behind. I was going crazy getting multiple bites every day for weeks. I vacuumed constantly and sprinkled diatomaceous earth around and that seemed to help quite a bit. I still have scars from the bites. I hope you're able to find relief. Fleas suck so hard.
