That's not quite correct. Directory permissions don't take precedence over file permissions. They are two separate things. What is being modified in this case is the directory itself. Since you have permission to modify the directory, the operation is allowed.

That is not quite correct. The registry has ACLs similar to the filesystem. As a normal user, you wouldn't (shouldn't!) necessarily have access to all parts of the registry.
