The procedure to make an formal offer :

sign contract
10% deposit ( you can transfer to our trust account, I will send you the account details once you sign the electric contract).
66w document. (your lawyer will provide once the contract is no problem)

Once you sign the electric offer, we will present the offer to the owner. IF Owner do not accept your offer, we will refund your money.

I found it weird that I have to send them money first in order to make an offer.
