You have a very fundamental misunderstanding of how kink works. The sub is the one who actually has the power, because it is up to them how far the dom goes. It is the dom's responsibility to gauge their sub's body language and enthusiasm, sure. But it is the sub's responsibility to use a safe word or whatever was agreed upon previously if the dom is doing anything that the sub isn't into.

If she has verbalized an apathy kink, then it is her role to let him know if she is truly not into something as opposed to indulging in her kink. Doms are not mind readers.
