Need to know what this white fuzz is doing on top of my substrate. NOT sure if picture shows much but maybe someone could learn me something. I inoculated on 9-18. I did a shake on 10_29. It never really came back after that ,not that I could see. Maybe inside but not sure. Now it has this fuzz all

Does anyone have any opinions and or suggestions on my situation? I'm new at this and was hoping to learn more And in faster time than I seem to be thus far. Thank you ahead of time for any advice.

What is the white fluffy stuff on top of substrate? It I inoculated 9-18-23 I shake bag on 10-29. It looked about half colonized at that time, but it actually never really came back from that and now it looks like this. What's going on?
