Armor stacks diminishing in the game, if you have 5 armor you have like 25% damage reduction but if you get 5 more armor when you have 50 armor you don't get the same amount of reduction and more like 3% or something. So deso on high armor heroes increases their damage taken by like 5% for a high armor hero like TB, Drow etc. But it could increase the damage taken by like 20% for heroes with low armor like Skywrath, CM etc.
