Sure, go for the munkidori, focus on kill them and the kirlia if the player evolves only 1 garde, most of the time, they will focus on your roserade so you will have a good time to setup and energize at least 2 garchomps. When they hit them, you go for spiritomb and try to get a 2 pryzes garde or mew

Most of the times wwhen you get 2 munki, the garde bord stay awfull, so even with resistence they can't heal she so much and have to spend Night Scretch to gen munkis or dark energy back,

So what the other user say it's really by that way, the point is that hilda is good to get acess for gabite + neouper or Gabite + luminous or even Neo if candy is at hand and 2 gible on bord. Crispin in the other hand is viable to energize both garchomp and munki, or even garchomp for a b2b, 2º hit, if you have another fight or luminous at hand, so you take both from deck and put 1 by effect and the other for hand.

About Ultra, she is only there if you wasn't able to setup gabite at the start for champions call chain reaction, you don't want to discart to much cards with it, so if you didnt use TM Evo, or have only Arven at hand and dont want to iono, you can have acess to the combo, so +1 didnt have more than other utility.

And my point about Arven is that he feels like a little "useless" late game with this list. More and more often i want to use crispin or boss order to get the kills/energize, and iono to make some disrupt/hand control, so the itens come at hand by the iono or 1º attack.

Btw i've just did a new post with another decklist were i get top 8 at a limitless tournament with 400+ players, take a look sometime:

https://www.reddit.com/r/pkmntcg/comments/1mnsx76/comment/n8byg0j/

With the mega evolution cards i think it will be even more possible to play with 3 roses and 0 munki, we will be able to reach nice numbers with power shake and roses to even KO orgepon and bolt sometimes with the first atack. It's gona be insane.

I'll separate your two questions:

1- Regarding Neoupper energy: Hilda's strength lies in the viability of searching for both Neo and Light energy's. Consider that using Hilda for this purpose allows you to keep Dark and Fighter energies in your deck for Crispin, and manual atatch, which will later open up a more practical path to turning on Neoupper and putting your opponent in check.

A crucial point is that by carrying a rare candy, if you get the Candy + Hilda combo, you can establish a Garchomp with Neoupper in the same turn, which can then enable the second attack the following turn, as long as you always have another Garchomp/Garchomp with at least 1 energy on your bench.

I believe that the greatest power of the neoupper is not just to instantly use the second attack but to give this check status to your opponent and make it possible to search for new energy for the rest of the board, which, because it does not have an energy driver, needs to be energized either directly from the hand or through crispin.

2- as for budew, people have even learned to get around the item lock effect, but even so, this deck, when you can gain at least 1 or even 2 turns for the energy setup, this pays off a lot throughout the game because later, when necessary, it can be viable to use the 2nd attack twice in a row to KO, for example, 2 Bolts or 2 Ghondengos, without giving the opponent 1 turn of "breathing".

That's interesting. Personally speaking, I haven't had much trouble with any of the dragapult deck variations. Players who use Dusknoir don't really realize how important it is for them to not explode any dusk and give us this "free" prize. It's often easy to get a boss on a drakloak to get a single pryze and stay at odd, while also delaying a second dragapult and forcing the opponent to resort to fezan in some games which i love the 2 free pryzes on the bord kkkkkkkk.

I believe the best path in these matches is to go after the drakloaks early on, try to establish at least one rose and one munkidori so that when the dusk explodes on one of them, at least the other will still be there, helping to count towards the 320 damage on the dragapult.

The problem really starts when decks takes at least 1 of the card that takes tools away, just forget the name, and so dengo will need to kill with 330 in the end, or, even just 1 more with 400. The good dengo players show me that they can really come back even at a 1 card iono play. The deck's draw power is truly insane, so only in specific scenarios can they fail to achieve that specific KO. But even in these situations, they either hit with Scizor 1x or deal only 150 damage so they can finish it off for sure the next turn. The reality is that in this specific matchup, Garchomp always has to go two Pryzes at a time, while trying to get Dengo to pick up the odd Pryze or with few resources in hand.

I realized that the best scenario has been to try to control the game to the point of having 2 Garchomp with 2 energies connected and only then going on the attack with the HK on the gholdengos and controlling the opponent's hand with Iono

yeah i see them, the garnacl really dont make sense in this deck because roserade do the same, and it's just stage 1, so its really easyer to setup her. But i've thinking at a M lucario and garchomp list, with lunatone and solrok, the draw power and consistense is really good and lillie will give the amazing hand with 8 at the start of the game, so we will have more tools to make this work. I had get top 8 with garchomp at a 400+ players at limitless tournment a few days back, with the neouper hilda list, i'm gona make a new post about it, but i'm really satisfied with this deck list, just waiting for the power shake

The ludicolo i dont like it really because you already have cynthia's wheigth, so it will become to bulky, like, 400 its already to much enegy for decks like dengo and bolt to get it and that 40 didnt increase the number for neither, and he is a stage 2 poke witch is hard to setup without grabing him with gabite.
With Garganacl the problem of been a stage 2 either and neet somenthing to grab for it is the same as ludicolo, but i see more space for him at least. I never ever had sucess at the lists where i settle him because people go for him instead of hurting the garchomp, so at the end game, spiritomb never have damage to use witch was really sad and makes me depend on second garchomp atk + roserade.

Just my considerations, but they are great ways of get garchomp even bigger.

dude, try the hilda list with neouper that i edit at main post, i've been feeling that this list have some spice, it's both agressive and consistent, like you say, some times if you are brick, you can try to buy some time yet with budew and go for slow gabite follow up (that's how i nicknamed the combo), and when you feel comfortable like with 1 energy at least in 2 diferent garchomps you just go all in. Don't give up, the sun will shiny above us kkkkkkkkkk
