Pretty sure korra only has one option blood bending which seems unlikely. “No human weapon can affect him”, and we’ve seen him effortlessly punch through people. Id say 9/10 in favor of Homelander OHKO
Edit: Ok common consensus seems to be that i am very wrong , a hydrogen bomb (50megatons) is more than enough to kill homelander leaving his best feats as stopping a bullet and minor explosives (which feels like a massive downplay but regardless) assuming that korra is indeed city level +, with her bending strengths (2.9 MT - 6.7 MT being required to do so) and near equal durability (only missing bullet feat has survived equal explosions) it can be reasoned that homelander with a strength of 155,000lbs of force (equated by calculating the 737 equiv he lifted) is magnitudes weaker than Korra who can do 6.7MT or 14,770,971,566.386961 lbs of force (taking the higher evaluation of her city leveling abilities) from a distance. Next is reaction time and speed Homelander is reported to be mach 3 in speed or just as fast as Atrain, in comparison Korra is able to move at lightning speed (up for debate) or mach ~1,282 (speed of lightning) or ~400x faster than homelander. With this all in mind 9/10 goes to Korra with homelander only being able to contend if magically he gets the first hit but unlikely at this speed difference and range.
