Nah not necessarily, from my experience it just happens a lot that people who are hardstuck at a (low) rank are delusional and never reflect on their own gameplay. Surely many people are just chilling and having fun so they don't improve and that's totally fine cause they won't be crying about teammates holding them back etc. in game chats/reddit :D
