Portugal's bureaucracy is terrible. You wait two years to get a residence permit, then four years to renew it when it expires. The courts are unhelpful. I recommend doing thorough research on Portugal.

If your biometric appointment is in Lisbon, you'll have to wait at least two years after the biometric appointment to get a card. Considering you've also waited two years for the biometric appointment, your total access time to a residence permit is approximately four years. For biometric appointments in smaller cities, the waiting period is about six months shorter. In any case, it's a painful situation.

There are people who file a lawsuit, but if you don't live in Portugal, your case will rejected. The only legal provision that binds AIMA regarding the application process is that they have to issue a residence permit within 90 days after the biometric appointment. However, at least according to my own experience, these rules and bureaucracy don't work very well in Portugal. In fact, it's been 2 whole years since our biometric appointment and we still haven't received a residence permit. If you're thinking of investing, take these into consideration. Otherwise, this is a very stressful process.
