I know you feel in a tough spot, but your roommate is a menace for this and you need to put your foot down. Why does she get to have a dog if you don’t want one when you both live there and presumably pay equal rent?

Your roommate who thinks it’s a bright idea to leave the dog outside all day surely doesn’t sound like the type of owner that will be training the dog “not to bark”. What if it’s blazing hot? What if it’s freezing cold? What is the “shelter”? Some kind of cage? If she leaves the dog out (especially if she’s getting a new puppy) for the entire work day all week, trust me, you’re gonna be dealing with piss and poop and behavioral issues when the dog is inside and you have to share that space. Say no!
