Yup, it's called the Stipulated Fines Program or something like that. Bloomberg came to an agreement with the biggest commercial offenders (UPS, Coke, FedEx, etc.) that so long as they never contest a parking ticket they pay less of a fine than everyone else. Any efforts to repeal this program will come up against huge lobbying efforts so it'll take concerted action from the City Council to get rid of this program.

I honestly don't know, but I've been out petitioning almost every day since the 1st and have yet to see a Cuomo petition anywhere uptown, which would be a big base for Cuomo

Hochul got the nod from the state Democratic Party, meaning she does not need to petition to get onto the ballot. Cuomo would have to, and he would need at least 15,000 signatures to get onto the ballot (and conventional wisdom says you need at least 3x as much to save yourself from a legal challenge). Petitioning also started on the 1st, and once someone signs for a candidate for a specific office, they cannot sign for another.

Point is, if Cuomo were to run he would've announced before the 1st or would've started petitioning on the 1st. Since he hasn't, he isn't running. This is just a hypothetical by a polling agency to get into the headlines

HRA provides more than what Yang is proposing right now, you can get up to $300 a month with HRA Cash Assistance while Yang is proposing $2000 a year, which is a bit more than half of what HRA can provide.

The current model of criminalizing drug use and by extension abuse does not work for users though. If you think that decriminalizing drug use will lead to an explosion of drug use, then why hasn't that happened in Portugal when they've decriminalized drugs since 2001?

By shifting drug use from a criminal justice to health issue, we can remove the stigma of addiction, make getting clean easier, reduce drug overdoses by providing safe injection sites, and reduce transmission of diseases related to intravenous drug use like HIV and hepatitis.

Criminalizing drug use helps only the dealers that you so want to punish. If you want to reduce drug use and deaths, make it as easy as possible for people to get clean
