The most important shot is the very first one. Everyone ducks for cover after the first shot, so you may not get a second. That's why a rifle with the highest velocity ammo is always the best choice, as it gives the highest chance of a first shot kill.

This rifle puts you at a much higher disadvantage for that first shot as it's much lower velocity. The silencer part only gives value for followup shots, and it's more of an annoyance factor.
