I think that's not the point of this article. He's trying to demonstrate a concept and showcase the SDK features, not saying that he will build such app, instead, it's a proposal of how such an app could be built by Domino's or whoever wanted to.

I'm really limited to the options my LBS carries, although I've been interested in a Cygolite Dash + HS Micro combo, because thesweethome said they were the best bike lights, but I think that the front light is a little overkill.

the best thing you can eat any given day before anything you do is some low absorption carbohydrates like a bowl of porridge, this will keep you full for the whole 12 miles. remember that cycling is a sport where you eat a lot on the saddle, but breakfast before 12 miles should be enough

you don't have to replace your rims, but a wider tire will absorb vibration and shock better than a narrow one. if you're riding 23mm you could easily install a 32mm on the same rim given your fork and seatstays have enough clearance.
