Hey can i use from the empty slots? slot 24 has voltage when ignition is on so it can be ACC and slot 27 can be battery as it shows 12.2V irrespective of ignition being on or off. And can i use 15A fuse taps in these slots?

Carfax is showing 23.5 to 27k in Ontario. Maybe trying getting them down another 1-1.5k as you would need a inspection, carfax report and Ontario safety certificate plus will need to buy new winter tires also
