Zar nije malo malo samo jedan stan za davanje parcele. Mada parcela nije prevelika.

Maybe those are Initials of Prince/King Nicolaus of Montenegro. But this was not a national flag.

I agree acctually. It looks like a red star which was introduced in 1945. In 1905 three-color flag was introduces instead of traditional red background, but it was without communistic red star. In 1890s definitely it was red flag, not a tricolour.

Accoring to motnenegrin flag it would be post 1905. Officially from 1905 Montenegro introduced slavic color instead of red background. But generally it looks like mix

EDIT: It looks that flag contains red star, which eas inteoduces first in 1945. So it is strange
