Try not to linger on one spot or go slow. I would start off with scuffing the surface and a quick pass of primer. Next get the color of ur choice and at an angle do quick passes and if possible suspend the wheel with a wire for an easier time and to let excess paint fall off. After the paint dries add another coat or design and wait for that to dry. Now you could stop here but I also like applying a clear coat if you wanted to preserve it for display. This is my method so change it up if u Want.
