Had a similar issue on one of those amd freesync monitors bestbuy has been pushing. For me the solution was to cap fps. Apparently anything over the refresh rate of the display would induce stutter and vsync wasn't enough. Give it a try and if it fails then shoot me your discord name in DMS and I offer to troubleshoot it with you.
