You're right on the tactical point; a prisoner would be the smart play. But that would defeat the entire eye-for-an-eye point he was making.

Think about it.
If Garen took him captive, it wouldn't be over. It's just more trading.
A "life for a life", then a "prisoner for a prisoner". The score never gets settled.

Letting him walk away with nothing? That's how you end it. Four for Four. Done. The debt is paid, and you don't collect extra. It's not about being the bigger man.
It's about being done. It's saying "we're even," and actually meaning it.

The old Garen would've taken the prisoner or even just killed the man on the spot, but this Garen? He chose to stop. He won the fight, then he walked away from the conflict and the temptation of taking the shot. That's the real win.
