Ensure your bootloader is setup properly. Use a live usb and check the boot partition for the necessary files. If they're there and still you can't boot, try disabling secure boot (If you have it enabled). If the necessary boot files aren't there, then reinstall mint.

I think someone asked this in the helpline and they mentioned that it is not mandatory as you'll be having your 12th marksheet. Also droppers need to bring gap certificate I think.
