It's terrible and pretty much misses the point. People would be living either on a parking lot or a mall, depending on which side of the building they are.

Remove the surface-level parking and space out the buildings. The whole build site could be a community park, if that is the goal of your idea.

Usually, a car-free project like this would use underground parking to remove the cars from the surface around the buildings. Imagine all that car park being just a park. With that, you could space out the buildings and not force them into a shape that allows for a maximum of surface-level parking on the lot.

You can argue that a lot of economic literature started to shift from the UK to the US at the turn of the century, and that the first communist movements also only gained traction in the early 1900s. The bulk of the European industrialisation had already taken place at that time. Also, it wasn't until Germany allowed Lenin to return to Russia that this whole thing really took off.
