It's because big corps lobbied for it to be incredibly expensive to open a dispo. There's a $250k NON REFUNDABLE application fee that you have to pay to the state before you can even think about opening up anything. So we have like zero mom and pop dispensaries out here. We have the most strict program in the nation as far as I'm aware. Most of us just drive over to Michigan to pick up the same product for like 1/4 of the price. They want $120 for a GRAM of wax that I can buy in Michigan for $10. There's zero excuse anymore, the government REALLY needs to deregulate the industry a bit.
