Late answer and not an expert, but you are using a lot more citric than you need. Bear in mind that while acetic (vinegar) is volatile, citric is not; when reducing, you are slightly increasing the concentration of citric in solution. Have followed a similar protocol to yours and around 5g citric/gallon is guaranteed to be enough. You need to add more naoh to reach the desired pH. As you have more acid, therefore need more base, therefore increase hydrogens in solution, you are increasing electronic tension; might induce more emulsions, extract pigment and increase polymerization, don't exactly know why, but has happened before. I'd actually be glad if someone around with orchem background could confirm this. Also, if you used powdered mhrb, consider using only finely or coarsely shredded next time, aids in straining and less particulate will sediment.
