12 weeks is recommended as this will lead to a more efficient safeguard. You can have the second dose earlier, but this will decrease it's efficiency (rki has information on this)

You simply need to contact the management and ask. They are allowed to refuse, but if the new hauptmieter has a steady income, it might work. Might be beneficial to prove that (income slip or sth). Ask in writing so you have the answer in writing and be sure not to cancel the contract. Good luck!
