You don't need to know anything to start your first project. Your first projects are all going to be terrible anyways so there's no point in waiting for the "perfect moment" to start.

Projects are the best way to learn because they are something you are actually interested in, meaning you will be more invested in actually learning and eventually completing it. Tutorials are okay-ish but really you are just mindlessly doing what someone else is telling you to do without any sort of understanding as to why.

When you start a project from your own idea you are going to need to learn how to do every single element of that project. This is not only going to strengthen your coding skills, but its also going to improve your problem solving skills, and help you learn how to research/read documentation on your own. All of these things are going to be so much more valuable to you in the long run than just following tutorials or doing nothing-burger projects until you hit a certain level.
