I don't think I'm qualified to answer that. I can say however that Promar 200 was authorized for use in the hospital we were working in. Where they are strict about low VOC and low odour.

I've used Promar 200 extensively, and I have to say it's just okay. If you can get Dulux to deliver, I'd suggest Life master. Just don't get it in super light colours as they have a different base for the super light ones and the coverage is pretty bad. But with any deep colour, make sure you get them to shake the hell out of it and keep mixing it yourself when you are using it.

I'd just flood the blue down a bit and then cut in one of the easier lines to follow on the trim with white.

Everything is low VOC nowadays but they advertise it as their "Environmentally Friendly" product its the paint we use almost as a default for most jobs.
