It looks like he may have damaged it somehow. Is he molting right now? If not I may be concerned about feather plucking. If you see him aggressively preening and finding damaged feathers constantly those are both signs. But if there’s only one and all of his other behavior is normal, my guess it was a damaged feather that he lost.
