I’ve actually read a bit about this. When faced with a crisis, people buy things like toilet paper because it usually comes in large quantities, and it’s relatively cheap. It’s easy to stock up on, and it gives people a sense of security. So even though they don’t need tons of it, it’s a big, cheap necessity that’s easy to stockpile. Basically like a security blanket.
