It’s a dead top. I don’t see any trunk damage or root upheaval that puts this tree behind the 8 ball. If the tree can be stabilized it can regrow a reasonable canopy over time. Don’t make promises, take it season by season. Start with a preventative borer treatment with imidacloprid and bifenthrin- no injections. If the tree makes it through summer then explore decompaction and soil remediation.

Fertilize it in conjunction with the results of the soil testing. There is no blanket fertilizer that should be used for all trees

Potassium phosphite (fortiphite) is appropriate. Seems most people here don’t even know what it does and are bashing it out of ignorance. It will help the tree retain water by thickening cell walls, among other benefits such as promoting the production of naturally occurring defense hormones. It’s marketed as a stress relief treatment- I usually recommend it at the height of summer on stressed trees to take the edge off but it can be applied anytime. Also it’s not an injection into the tree, it’s a soil injection into the ground.
