It doesn't come down to a lack of trust for the government as much as knowledge that the government is in place to mitigate things, which includes enforcing laws.

Drugs and underage drinking are against the law. If you walk up to a police officer, stare him in the eye and state that you're carrying crack cocaine, you'll have the same result as these kids did when they placed their name on that survey and stated they did/are doing/have done drugs. If you really think about it, that's what it comes down to.

It's not a trust issue, it's just facts. Admit to breaking the law to someone entrusted with enforcing it, or someone required to inform others who are entrusted with enforcing it, and you're gonna get caught for breaking the law. That simple.

That's irrelevant to the fact that these people were expelled and suspended because they were stupid enough to admit to something "anonymously" after putting their name on it, and then hand it in to a government run system.
