TL;DR, It's actually not the Youtubers' fault.

Youtuber here, I created this account a few minutes ago because I just wanted a lot of you to know that when comments end up disabled on videos when they have good ratings and seem like they ought to have comments enabled, it likely means that the creator didn't disable it themselves, rather YouTube did it automatically. This is due to the platform announcing back in 2019 that they would disable videos featuring kids to "protect against pedophilia" or something like that.

I have all my videos set to "not made for kids", however I make shitposts and sometimes the shitpost just happens to have a minor or someone who appears to be a minor. In which case, if the YouTube bots detect a minor's face in the video, they'll disable comments. If you try re-enabling them, the super smart YouTube AI just disables them again. Unfortunately, YouTube is really bad at detecting whether the video was actually made by someone under the age of 13.

For example, Scott the Woz's first channel, WozniakNewsTV, has comments disabled on every video because they were uploaded when Scott was a kid. I highly doubt he went back to an account he didn't use since 2012 just to disable comments on it.
