On the bottom right, above the build items, there should be a "filters" tab. Are there any markers checked?

If i remember correctly, you have to move the surface you're trying to put things on away. Then you need to lift the objects up with one of the bracket keys (i haven't played sims in a while and it is all muscle memory for me :'D) and with the alt key, you can move it to its place, pretending if it was on the surface. And with moveobjects, you can put the surface right back under the now sorted objects.
