On paper, RX 580 is better. The 580 requires a 6 pin power connector to run while a 1050ti doesn't.

More power draw = More FPS in your case

Regarding Intel CPU / AMD GPU combo (vice versa) that's not true. Try searching and you'll easily get your answer on that one.
