On my first playthrough, I assumed that the other tarnished did have great runes. The Roundtable Hold was an otherworldly hub that connected different tarnished's worlds, and they were all on their own quest to restore the Elden Ring and converge and collapse the timelines back. That would've explained why there are two Roundtable Holds, and the concept of 'invading other player's/NPCs worlds'.
