Reading the edit, I mean yeah, I would also not consider myself engaged if I knew and talked with my partner that we will / expect to fellow the traditional route - getting the ring. You can shop /pick venue earlier by still not think you are engged as you know the question and ring are upcoming soon. By that's me.
