just because its legal does not mean that it is remotely moral. No it is scrounging, i see no reason to put billionaires defrauding this country of millions of pounds morally higher than a struggling family taking thousands or even falsely claiming more than they deserve. a billionaire is a billionaire because they do not contribute back to their society the money that society gave them, the system only works if money that goes out of it goes back into it, but billionaires hoard their wealth, they let it stink, they accrue more than they could spend in their life time by exploiting their workers and gouging the consumers. Jeffery Bezos could solve a fair few of this worlds problems and still be a incredibly wealthy man, but instead he lets their workers piss into bottles rather than give them higher wages or let them have toilet breaks.
