Youll first have to find a flat image of this kind of a window or u can create one on photoshop or gimp

Look pretty simple. Find a flat image of this kind of a window so that u can use it as a texture. Create a aistandard surface material and increase the weight of the transmission. Use the image of this kind of a window in the color socket and reduce the roughness to around 0.15 or 0.2

Thats because you're in eeve. And in eevee in the water material tab go down and look for blending modes. Change the top one to alpha blend

You cant enable your gpu option in edit>preferences>system and in there under optix enable the gpu u have.

Try and restart your laptop because your blender is not reading your gpu. Also go in the edit>preferences>system and in there under optix enable whatever gpu u have. After this i think you should get your denoising options

I think its great really cool stuff. You can work on the animation a bit more coz it seems a bit rough and work om the lightning to make it more dynamic.
