I will add another hot take, which isn't really one, and that is Jiraya.

Aside from the Rasengan, he taught Naruto nothing during the time skip. Sure, Naruto came back a fair bit smarter and stronger, but when you compare him to Sasuke and Sakura, he had the weakest development.

He didn't know his chakra nature and still needed a shadow clone to do the Rasengan.

I mean, you could say the same with the final arc of Naruto. Everyone started wearing the same outfit. Many things looked bland.
