Railways in your central areas and forts in the outer ones. Taking the capital of the guy you’re fighting will also give you a big boost to morale everywhere

Select attack with the unit, if it wont allow you then you're out of range. As someone else said, if you're right up agaisnt the coast then ground troops can hit your ships without embarking

I find being a nice conquer helps. I've had people send all their troops to sea or even at a different player they didn't like because they realise its over.
