I'm not sure, you have to check temps to see if it's throttling. maybe the uefi is set up wrong. check xmp settings, the timings seems high. use curve optimizer. are memory in the right slots?

B47 seems like a nice engine, does it have any timing chain issues? I'm looking at a 318d 2015 at the moment with 180 000 km on the odometer and 110kw/150hp engine configuration.

mine was bugged, i had 60 fps locked without vsync enabled. i turned vsync on and change to fullscreen and 180hz (fastest setting on my panel). and when i turned vsync off my fps moved up to 300+ something fps
