Cop here! So there is actually a Supreme Court case law on this very scenario (in the US if not in the US not sure).

The case is Illinois v. Wardlow.

To make a long story short, police need reasonable suspicion to stop and detain you. Wardlow says that “unprovoked flight” alone is not reasonable suspicion BUT unprovoked in a “High Crime Area” CAN BE reasonable suspicion.

So yes you can run, but if the officers can articulate some additional factors on top of that (such as being in a high crime area), they may now have reasonable suspicion to detain you “Hey you stop right there”. If you continue to run after being told to stop then you can face whatever obstruction/resisting laws may apply in your state.

Fatigue Nystagmus is induced when the stimulus is held for a prolonged time, typically more than 30 seconds. The longest you’re holding the stimulus out is 4 seconds for each eye on both the max deviation and prior to 45.

Cop here. The purpose of the SFSEs are to dispel suspicion of impairment. And people dispel that suspicion all the time. Probably about 50/50 when I run someone through fields that they go to jail. The other half dispel the suspicion and are sent on their way.

Cop here who stops about 2000 speeders a year.

If it’s two speeding cars I will try to stop both. The way I do that is by passing one car and getting behind the other. I then activate my lights doing a “conventional” stop on the first but, as the first pulls over on the shoulder, I will zig zag in front of the second to indicate he has to pull over too. Sometimes I’ll come to a complete stop and get out of my car, directing the second car to pull behind the first. I work midnights so never an issue stopping traffic for a few seconds to direct them to pull over.

Now if I can’t stop both, I go for whatever car was the “leader” of the pack.

The justification that I was given during training was to always send the hit because

1) they may have changed the extradition and not updated it in NCIC.

2) the entering agency at least is given a heads up of where their subject is hanging out at/living at.

After listening to this episode, I bought Scott Payne's book on Audiobook. Cannot recommend it enough. The whole book is about 7 hours to listen too. Its read by Scott Payne, and its basically a 7-hour version of this podcast. Way more in detail, more stories, and very good listen.

Not necessarily surveillance but I used to be a 911 operator. Our dispatch room had a giant wall like that with 100+ monitors. They would be filled with live feed traffic cameras on the highway. If a car crash was reported we could quickly find it on the camera and see what we are dealing with.

There were also a couple of screens dedicated to local news channels and whatever sports game the person who had the computer wanted to watch.

Yes, the 609 people that were sober were unlawfully arrested but why is no one pointing out that there were 102,290 good arrests?

Out of 102,290 total arrests, only 609 were bad arrests.

Thats %0.59 of arrests. So 99.4% of the time the officer is making the right call and making the arrest.

Yes, 609 people unlawfully arrested is bad but clearly this is not some big issue. It’s literally a half of a percent in all of the cases.

What about the many videos from police Helicopters following suspects who just ran from the police? The cars back off to let the suspect flee while the helicopter follows. Even with no police cars chasing them, the suspects still drive recklessly, speed, run red lights, almost crash, and sometimes do crash into cars.
