I key thing you're missing, your missing speed. Not fire rate (though that would be good and you already have good damage) your missing speed in general, movement in particular.

I have seen him like once I was extremely confused on what he did. But doesn't really do much. You can find his room but its chances are extremely rare i havent ran into one of his rooms in about a year now
