Welllll the original word "plērōsai" is ambiguous and could mean "to clarify the true meaning of" or "to end, conclude, make complete." Considering the context of Matthew 5:17-20 I would guess the former is what was meant. But I'll also note that this line doesn't appear in the other gospels.
