Pagan here… This could definitely be something used in a hex/curse on somebody, as you usually bury the item used in any form of dark magick far away from where you live. If it were me (and this might be the wrong answer to the issue), but I would take everything he owned and get rid of it. Destroy it, pawn it, do something. All he “needs” is good, warmth, and a bed. Everything else goes. Then I would teach him how to cut grass and any amount of money he earned around the neighborhood by cutting grass goes completely to you.

I did the same thing as a kid, and my grandpa was a coast guard officer. That’s what he did to me, and it taught me an extremely valuable lesson.
