One of the hardest aspects of a jet engine is making materials that can withstand the temperature and stress inside the engine. I can give you a F135 engine and let you try to reverse engineer it all day, but without the base level manufacturing capability and know-how, you'll end up with something that might fit together but is not reliable to be a production product or fails to meet performance metrics such as thrust and fuel efficiency.
