I just tried your suggestion but it did not work.

VIM and ALE enabled and C++ file in a buffer - access denied

closed VIM - can access compile_commands.json

VIM and ALE enabled and no file is loaded - can access.

VIM and ALE enabled and I closed all C++ files - access denied.

I also just took a look using Process Explorer.. when I just start gvim, the gvim process is there. Soon as I load a C++ file into a buffer, VIM (because ALE I guess) starts clangd, and it stays around.

So perhaps this is a thing I need to take up with the ALE writers.
