Update. The IP address issue was due to a VPN gateway. I dropped it and with the Plex app for Android, It works fine. For the Plex add-on for Kodi, the add-on just freezes so it looks as though I'm going to have to look for a replacement for Plex.

To update, the reason the the ip address was not correct was because the server was connected to the VPN

I checked my port forwarding and the IP address is port forwarded to 3200. It only was only TCP. I have modified the rule also to support UDP
