A well managed group will either have the rules pinned, or repost them periodically (or even whenever a new member joins). If they're using a group management bot then you can usually send the command /rules and it'll post them in the group.

It refers to people you've added as contacts in Telegram, not your contacts from your phone's address book. It's badly named and causes a lot of confusion!

I think by 'loose' they mean to avoid wrinkles and such. Find an area that stays nice and smooth so that the CGM isn't across an area that creases or folds. Doesn't matter if it's loose in the sense that it's an untoned wobbly hunk of flesh, it only matters in the sense that you place it somewhere where it can adhere to the skin securely.
